The Philippines is strategically situated in the Southeast Asia sphere. It was chosen as a primary drug manufacturing location because Pacific countries cannot accommodate large production of drugs. Drug trade is constantly under duress by international anti-drug agencies. Involvement of the trade by foreign syndicates and individuals would be easily deniable. Thus, local enforcement agencies would be tied up in local operations (Primary law enforcement operations are on local manufacturing, sale and distribution. Very few are actually conducted pursuant to the transshipment of drugs. Yet it would be incorrect to say that such transshipment has been missed by government authorities. —TCA). Most significant reason in choosing Philippines as the Hub is that local authorities can be easily bribed and bought.
Our country is an important transshipment point for narcotics heading elsewhere. Illegal drugs enter the country through seaports, economic zones, and airports. The Philippines, a nation with over 36,200 kilometers of coastline, is a smugglers' paradise.
The country is also a transshipment point for crystal methamphetamine to Japan, Australia, Korea, the U.S., Guam, and Saipan. Commercial air couriers and express mail services remain the primary means of shipment to Guam and to the mainland U.S., with a typical shipment size of one to four kilograms.
Traffickers using human couriers or "mules" to smuggle drugs sometimes use the Philippines as a transit point for heroin and cocaine, but much less frequently than for the transshipment of methamphetamine. Heroin that is transshipped through the Philippines transits Thailand and Pakistan and is sometimes destined for mainland U.S., Guam, and Europe; small packets are being sold locally.
The Modus Operandi. The materials and ingredients for shabu production come from mainland China and Taiwan. With the help of PLA/PRC generals and the notorious triad, all transshipments are cleared from Chinese customs inspection. This also includes small volumes of high-grade cocaine. On the other hand, Philippine authorities would facilitate the entry of the contraband.
Wallace airport, Port Irene and Subic port are used as entry points and also as transshipment point to the Pacific countries.
Aside from manufacturing shabu, foreign drug dealers trade HIGH GRADE cocaine in the Philippines. The local operation is being controlled by a member of the upper echelon of the national security apparatus. They sell cocaine inside high class clubs like Embassy at the Fort owned and operated and frequented by big businessmen. (It therefore appears that the reason Embassy has been seemingly immune for so long is because of the alleged tacit understanding between the owners who are involved in large scale international trafficking and their retailers-- TCA)
For quite a long time, Philippine anti-drug agencies have only succeeded in apprehending suspected drug-dealers and raiding suspected illegal drug laboratories. What they failed and continuously fail is the capture of the actual transshipment of these illegal drugs and the subsequent stoppage of supplies coming in and out of the country. (We do know of an intercepted transshipment of her
oin and cocaine in 1997 through joint operations of the NBI and the US DEA. The intercept occurred in Clark Airfield in 1997 – TCA). The US DEA has not conducted active anti illegal-drug operations in the country (At least not recently. The NBI does have record of active DEA operations when the US bases were still in use, and sporadically or covertly until at least 1997—TCA). Its participation now is only limited to consultations. This is simply because drug trade the region rarely enters the US soil.

Narco-politics has now become part of geopolitics.

AFP estimates the income generated from the drugs trade in the Philippines at P300 billion in 1998, exceeding the annual military budget of P50 billion. Mendoza, citing United Nations reports, said global drugs trade amounts to $500 billion a year.
John-john, three of his former staff and seven others were charged before the DOJ for violationof Republic Act 9165 or the Comprehensive Dangerous Drugs Act in connection with the alleged smuggling of P3.6 billion worth of pseudoephedrine, a shabu ingredient, three years ago.
Party Boy Jon-Jon Osmena was identified as the one who allegedly interceded through phone calls to PDEA officials for the release of the cargo or delay the laboratory test results of the seized items.A black Ford Expedition with plate number GPF-777 that fetched the two visiting Australians—George Michael Kessel and a certain Soria— was registered in the name of Osmeña based on records at the Land Transportation Office in Quezon City.
The Australian Federal Police identified Kessel and Soria as members of an Australian syndicate who flew to Cebu and checked in at the Waterfront Hotel in Mactan on Feb. 18, 2004.
The two reportedly transferred to the Metropolis Hotel in Cebu City where they allegedly met the young Osmeña at the Sarimanok restaurant at the hotel’s ground floor on Feb. 20, 2004.
“The meeting lasted about two hours,” PDEA’s complaint read.
That same day, the Australians left for Manila and proceeded to an apartment at 126 Balagtas St., Pasay City.
On March 5, government agents seized four pallets bearing 60 drums or 1,500 kilograms (net weight) of pseudoephedrine at the Cebu International Port.
Other respondents in the case were Mike Cummings, the cargo consignee, Dirk Hultz, Osmeña’s American friend, Joebert Lana Cuesta, Ma. Rowena T. Roldan, Rorela T. Villegas, Leah Banal, Malou Milagros Legaspi, Michael Emilio Sanchez, Alexander Michael Castro and John and Jane Does.
PDEA earlier identified Cuesta, Villegas and Roldan as office staff members of the former vice governor.
The respondents were also charged with conspiracy, criminal liability of government officials and employees, criminal liability of officers or partnerships, corporations, associations and other juridical entities and liability for violating regulation issued by the board.
Manuel Lim, the 44-year-old son of Manila Mayor Alfredo Lim was arrested recently for alleged drug pushing by agents of the Philippine Drug Enforcement Agency (PDEA), Mayor Lim’s immediate reaction was that he would not lift a finger to protect his son.
“Whatever trouble he has got himself into, he must bear it by himself,” the feisty mayor, known as the Filipino “Dirty Harry,” said. The mayor has made the grammatically impaired slogan “The law must apply to all, or none at all” as his guiding principle in public life. Now that his son has been caught red-handed by PDEA agents in a sting operation, some are saying that this could be some sort of a poetic justice. Because of numerous complaints from human rights groups, his spray-painting campaign has been discontinued, so the house of his son would not be sprayed with “Pusher ako, huwag tularan.”

The campaign against drug syndicates came after the arrest of a 17-year-old boy from Cavite who was found in possession of “shabu” worth at least P140,000. Last week, agents of the Philippine Drug Enforcement Agency in the Cordillera arrested the boy from Cavite after he tried to sell 10 grams of “shabu” during a “buy-bust” operation in front of the Quezon Elementary School here.

But government successes in curbing shabu production have been offset by another problem: Users are now turning to the amphetamine-type stimulant “Ecstasy,” which sells for P750 to P800 per tablet, and cocaine, which sells for P2,500 per gram, the kinds of drugs that were seized from “Alabang Boys” Richard Santos Brodett, Jorge Jordana Joseph and Joseph Ramirez Tecson.

On March 10, 2007 at approximately 10:00 PM Federico (Rico) Delgado, a well known businessman and scion of one of the wealthiest clans of this Asian country, returned to his Manila apartment on the 4th floor of the Mayflower building.Federico picked up the key that was customarily kept in a nearby planter, put it in the lock, turned it and entered the apartment with Annaliza.
Once inside, two men wearing jackets, ski masks and black gloves attacked them.
Annaliza, who is pregnant, was beaten unconscious, bound hand and foot and blindfolded with a towel. Federico was stabbed three times in the chest and a fourth time in the back of the head one once in the face. Then the assailants went to the vault in Rico’s bedroom and without forcing it open, emptied it of money, some jewelry and certain documents.
