Saying that House Bill 5043 has been “defanged and is now toothless,” the spouse of Lakas-Kampi Christian Muslim Democrat presidential candidate Gilberto “Gibo” Teodoro Jr. has withdrawn her support for the controversial Reproductive Health Bill in the House of Representatives.
Rep. Nikki Prieto-Teodoro of Tarlac, chairman of the House committee on the welfare of children, said the measure does not directly address the problem of poverty in the country where around 5,000 Filipinos are born daily, many of them to poor families.
She said House Bill 5043 has been “defanged and is now toothless” in addressing her key advocacies: food, shelter, education and clothing for poor Filipino children.
“I don’t want to give poor Filipinos, especially children, the false hope that this bill will solve the problem of poverty because it does not. I’d rather spend our meager resources in directly feeding the poor, clothing the naked, giving shelter to the poor and educating them so they grow up productive and independent,” she said.
Teodoro added that “with the Philippine’s population standing at 92.2 million this year, it is our impoverished children who suffer the most. Children’s innocence is broken because they have to struggle to meet their basic needs.”
She said her new stand on the issue is consistent with her husband’s platform of government to fight against the “four faces of poverty: poverty of the mind, poverty of the pocket, poverty of the environment, poverty of relationships.”
The Reproductive Health Bill is up for second reading at the House of Representatives and is expected to be one of the top agenda as Congress resumes its session on December 7, 2009. It aims to grant public funding to family planning methods using artificial contraceptives and sex education for students. It also gives access to reproductive health information to avoid unwanted and untimely pregnancies and maternal deaths to limit the country’s population.
The Tarlac legislator pointed out that the people should be taught that it takes more than population control to reduce poverty and spark socio-economic development in the
“Population growth is not a problem if resources are available and well-managed to cope with the additional people requiring public services, employment, housing, and so on,” said Teodoro.
Teodoro said population policy should not concentrate too narrowly on contraception alone. She said the government should also look into women’s rights and education because they are also critical elements of the population-development equation.
Instead of focusing on the artificial form of family planning, she said heightened emphasis should be placed on informing, educating and providing the poor better access to education. BY JOMAR CANLAS

While I agree with your comments about Gibo and his wife...I will NOT vote for Gibo as he is the same as Noynoy...mga hacienderos, I do not agree that we have an overpopulation problem. So the RH bill has, in fact, no basis at all. Population is NOT a problem. It is an opportunity.

Studies show that from 1977 to 1997, a total of $48 billion was lost due to corruption, exceeding our foreign debt, at that time, of $40 billion.
Political corruption is getting in the way of development. Perhaps what needs to be controlled are another group of people, not the poor.

I think that Cong. Nikki Teodoro made a praiseworthy decision -a decision which was made after much thought and deliberation. Keep in mind, she is a child welfare advocate and co-authored the anti-child porn bill and so she has more substance than meets the eye. That being said, I think that what she said makes a lot of sense. The problem of poverty would be addressed best by focusing on fixing/reforming our system and institutions so that corruption is considerably lessened if not eradicated completely, improving our standards of education and making it possible for all to have access to it, making improvements on our institutions and laws so that our institutions become more efficient and our laws benefit all of us regardless of class, etc. All of these would require massive amounts of investment and political will and they are doable.Why not make these our priorities? It would be wiser to focus on these and other positive measures rather than spend millions promoting artificial contraception and indirectly,abortion both of which have already been shown to weaken the institution of marriage,cause the break up of families, cause a breakdown in morality ,encourage more promiscuity, cause stds, aids,HPV,etc. Promoting this kind of agenda would cause an explosion of HPV which can still cause infection despite condom use and which actually thrives on an environment wherein people have multiple partners over a lifetime. HPV in turn causes several kinds of cancer.If this RH bill passes, people will be lulled into thinking that they can indulge in reckless behavior and there will be no consequences. Nothing could be further from the truth! Instead of advocating for artificial means of birth control, we should be focusing on promoting abstinence and sex within marriage so as to avoid the physical, mental, emotional, social consequences brought about by the former.Because this artificial birth control program divorces sex from its true meaning and value, abuses are bound to happen .Complications and problems will result and these will cost us dearly. Will our gov't have the extra funds for those who will contract HPV, stds, and other cancers years down the road? Will there be extra funds for unwanted pregnancies and the resulting demand for abortions ? I think not.These are but some of the consequences that await us if such a bill passes . There are studies (like the ones done for Africa)that prove that values education and the promotion of sex within marriage only or monogamous sex,and abstinence before marriage,is actually much more effective in population control and lesssening the incidences of sicknesses brought about by irresponsible sexual behavior.But abortion and contraceptives are big business and there will be those that will fight values formation/education focused programs, and abstinence promotion tooth and nail! Will we commit the same mistakes other countries have made by investing in these ineffective programs and waste millions of pesos, or will we be smarter and invest in more intelligent, pro-life,more wholistic programs? We should focus on fixing more pressing problems like corruption, the low standards of education, lack of access to education, and the like. Ultimately, the passing of the RH bill will cause more poverty as well as an erosion of values; it would also be a waste of valuable resources which could be put to better use in other more productive programs. Legislation on reproductive health *should* be a priority bill in Congress, but thus far House Bill 5043 is just a hodgepodge of blanket provisions and finger-pointing, with very little in the way of defining what new/improved RH services will be put in place and enforced by law. We don't need this kind of law in place, and our taxpayer's money would be best spent on other things, like finding REAL ways to combat poverty and corruption.

Unhindered population growth is a problem because our tiny country has only so much land and limited resources. Our arable land is even more limited. These are the facts. Every successful nation in the world knows this. Even a person with half a brain knows this. The church and rich politicians want the people to remain ignorant and poor because they can be easily manipulated and bought. The fact of the matter is the vast majority of Catholics in the world practice family planning and use contraception to plan their families. They do so because they have the knowledge and the means. They also understand the economic consequences if they don’t plan their families. Even in this country, the rich and the middle class do use contraception to plan their families, because they know better and because they have the knowledge and the money to so. The people need to be responsible with their lives and their actions. Empower the poor people by giving them the knowledge and the means. All arguments to the contrary are desperate and laughable.

yes. the problem is population growth. population control is the broad solution. RHB 5043 is just one of the possible solution being promoted by the Teodoro couple. i think there are still several ways or solution to this problem, and the best of which is Education. i think the government should focus more on this rather than the RHB. I think this is the best way to control the population growth.

And yes the RHB should be passed. The Philippine population has doubled in the past 20 years to about 92 million. In 2030 the projection (at current rate) is about 131 million. We will be packed like sardines in this country swimming in our own filth by then. That is really scary.
I think there is no arguing that overpopulation is a problem. But,let me qualify that: it is a problem because of our poor economic conditions and a lack of basic education.It is a problem because of many other problems that need fixing. There are more urgent problems, problems which must be given the most attention and resources.If we tackle overpopulation without tackling these first, we would be wasting our precious funds. What the Teodoros are saying is that there are other ways to tackle the overpopulation problem. why is that so wrong? The vast majority of Filipinos want this bill passed so i think this issue is settled. I too agree that we need this bill now. I know a couple of poor families who really don't want any more children but they can't afford to buy protection. The first family is a family with 7 children and the second family is a family with 5 children already + one on the way. I really don't know how they can survive because the parents only do manual labor. So yes, we need this bill right now.
We strongly oppose the passage of the Reproductive Health Bill (HB5043) for the following reasons:
1. AS EMPLOYERS, we do not want to be compelled to provide free reproductive health care services, supplies, devices and surgical procedures (including vasectomy and ligation) to our employees, and be subjected to both imprisonment and/or a fine, for every time that we fail to comply. (Section 17 states that employers shall provide for free delivery of reproductive health care services, supplies and devices to all workers more particularly women workers. (Definition of Reproductive Health and Rights Section 4, paragraph g, Section 21, Paragraph c and Section 22 on Penalties)
2. AS HEALTH CARE SERVICE PROVIDERS, we do not want to be subjected to imprisonment and/or a fine, if we fail to provide reproductive health care services such as giving information on family planning methods and providing services like ligation and vasectomy, regardless of the patient's civil status, gender, religion or age ( Section 21 on Prohibited Acts, Letter a, Paragraphs 1 to 5 and Section 22 on Penalties)
3. AS SPOUSES, we do not agree that our husband or wife can undergo a ligation or vasectomy without our consent or knowledge. (Section 21 on Prohibited Acts, Letter a, Paragraph 2)
4. AS PARENTS, we do not agree that children from age 10 to 17 should be taught their sexual rights and the means to have a satisfying and "safe" sex life as part of their school curriculum. (Section 12 on Reproductive Health Education and Section 4 Definition of Family Planning and Productive Health, Paragraph b, c and d)
5. AS CITIZENS, we do not want to be subjected to imprisonment and/or pay a fine, for expressing an opinion against any provision of this law, if such expression of opinion is interpreted as constituting "malicious disinformation" ( Section 21 on Prohibited Acts, Paragraph f and Section 22 on Penalties)
6. We also oppose other provisions such as losing our parental authority over a minor child who was raped and found pregnant (Section 21, a, no.3)
7. We also do not agree to the provision which reclassifies contraceptives as essential medicines (Section 10) and appropriating limited government funds to reproductive services instead of basic services (Section 23)
Yes, we need this bill right now. The people do support it and it is the right bill that this country needs. The state has the obligation to see far into the future as to the economic prospects of the country. Also, there are more than half a million abortions in this country because of unwanted pregnacy. We also have the responsibility as civilized human beings to make sure that we don't add more suffering children on the steets. The proof is all around us. The suffering of millions of hungry, dirty and uneducated children with no future should be reduced substantially. I'm looking forward for this bill to be passed and by the looks of it, the majority of Filipinos as well. Good news for all of us - for our future.

Personally, I think we all need to look at how things are run before we create any type of bills or laws.. for example if this is really about reproductive health, then why does it seem like it only advocates family planning and use of contraceptives..they should consult a doctor and ask them what reproductive health is all about.. otherwise we already have an existing bill like pop control, why just not revise it to make it fit for these times.
